Because WKBN is an OHIO tv station serving its fanbase who watch their team no matter what their record is and all of the suburbs around Youngstown have armstrong cable who only carry the Youngstown stations and no Cleveland stations so although it may be on 2 stations on your tv most of the viewing area only has WKBN and are Cleveland fans living in Ohio.
